I agree with your core

I agree with your core assertion. Delivering more crap, faster doesn't do anyone any good. I would also add, I see the manifesto principle "Working software is the primary measure of progress" as a leading indicator. Note, it says "measure of progress" not "measure of success". The business value is absolutely the measure of success, but we often don't see the value until later. (Lagging indicator). In terms of how to measure business value, it always surprises me that organizations don't know how to measure their value. Because functional organizations have fragmented the value it's hard to tie your delivery back to the actual thing that makes money! The 5 whys works well here to get to the real value. How will your software make money for the company? Measure that.
