Government Home Page

Welcome to the Government Section of the BPMInstitute.org website. We look forward to exploring with you some of the ordinary as well as the extraordinary challenges facing all levels of Government today – and tomorrow. Local, state, and federal agencies are all subjected to varying degrees of pressure to improve upon the delivery of government services. The need to handle bigger workloads with fewer people, coupled with rapidly rising expectations for electronic access to government services, are having the combined effect of pressing government agencies to the forefront of technological innovation in the 21st century. Better services are constantly being demanded everywhere, and those services are expected to be delivered at lower costs to taxpayers.

Several major forces have emerged to cause public-sector organizations to more closely examine their IT and information management infrastructures, such as the impending loss of large numbers of knowledge workers due to a surge in retirements, increasing interests in e-government initiatives, and the emergence of mandates to develop and use enterprise architecture. These are just some of the more prominent issues being tackled by officials at all levels and across most government jurisdictions. Mounting pressures are seriously impacting program owners, program managers, IT managers, and information managers throughout government. We owe it to those managers to see that they are better equipped to manage ever-increasing risk as they struggle to achieve greater operational efficiencies

When properly applied, the concepts, management disciplines and technologies related to Enterprise Strategy, Business Process Management (BPM), Enterprise Architecture (EA), Services Oriented Architecture (SOA), and Enterprise Governance can prove to be powerful mission enablers – thus, offering some relief on the road to improving services, while achieving cost reductions. Improperly applied, these same methods, tools and techniques can lead to failed projects, wasted dollars, stakeholder frustration, and feelings of hopelessness.

Our goal is to provide valuable insights which will lead to successful initiatives within the government sector. Some of the topics we hope to address with you include these:

  • Inter-Governmental and Cross-Agency Information Sharing
  • Enterprise Strategy and Transition Management
  • Investment Planning and Enterprise Governance
  • Capabilities Maturity Modeling (e.g., for BPM, or SOA)
  • Enterprise Architecture and Federated (or Segmented) Architectures
  • Performance Management and Reporting
  • Business Process Modeling and Workforce Management
  • Emergency Preparedness and Business Continuity
  • Other matters of special interest to sate-, local- and tribal-governments

We hope you will join us in sharing your knowledge and experience, in the form of case studies, best practices, and lessons learned, so that we can be constantly raising the bar in terms of meeting the expectations of those who depend on quality government services. Please feel free to contact me at kmullins[at]bpminstitute.org  when you have comments or would like to add to our discussion on improving government services.

Implementing Process Change in State Government
Courtesy of: Thomas J. Dickie, PMP

DMV - Three letters that can strike fear in any man or woman's heart, a term that all too often brings images of long lines and broken processes and red tape. State Departments of Motor Vehicles typically face many challenges: with lower budgets, staff reductions and increasing numbers of drivers and vehicles being registered. They face the challenge of continuing to provide quality services to...

The Service Oriented Architecture Enterprise Architecture Framework (SOA~EAF)
By: Rick Sweeney, Enterprise Architecture Consultant

Enterprise Architecture as a practice has been around for some time now. Many companies have reached a level of sophistication and maturity within their EA practices. They are well established with EA policies and governance institutionalized throughout the company.

Most EA practices were founded and matured during a period where the predominant approach to business applications was monolithic...

Relating Enterprise Strategy to Mission Performance
Featuring: Kenneth L. Mullins, Kenneth L. Mullins, Senior Principal for Inter-AgencyKnowledge & Information Sharing at MITRE

Ken’s presentation addresses what’s needed to relieve the extra pressure felt by government officials these days as they are challenged by the Obama Administration to improve delivery of government services, even as many are grappling with fewer available resources. The effective application of performance measures can demonstrate the cause-andeffect relationships between IT solutions – i.e.,...
