Case Study: Building the Business Case for Rules and Process - Realizing Benefits Before Implementation at the IRS

Initial efforts on IRS modernization focused on the Customer Account Data Engine (CADE) and how the seemingly disparate areas of rules, process and requirements should be approached to most effectively support implementing modern systems relying on business rules. This presentation will discuss why an integrated approach is needed, how initial efforts at the IRS suggest this new approach helped cut system development time by a startling amount, and where it might be successfully employed in other organizations.
