What should be the relationship among SOA, Web 2.0 and Cloud Computing?

Will Cloud Computing extend the reach of SOA and enable it to be implemented at lower cost? Is Web 2.0 an alternative or is it complementary?

Web 2.0 enables to compose services using SOA concepts to promote Portal and other User facing applications to enrich not just user experience but also business functionality hidden in so many other applications and databases

YES! A service based approach will definitely enable cloud computing to be implemented at a lower cost.. I see web 2.0 as a complementary one!
